“We are an infrastructure delivery company owned by the Scottish government.”
“We work with every local authority across Scotland to push forward Scottish Government’s Scotland’s Schools for the Future programme.”
“Our role is to efficiently manage the programme to help local authorities achieve the very best value from their investment in new schools.”
“When the programme was launched in 2009 it was valued at £1.25bn and was planned to deliver 55 new or refurbished schools.”
“Through collaborative working and by carefully managing the programme and its budget, we increased that number to 67 – 12 extra schools from the same budget.”
“Building on that success, Scottish Government increased the number of schools to 112, taking the value of the programme to £1.8bn”.
“And most recently, by us further managing the programme, Scottish Government announced details of additional schools which would be funded from the existing £1.8bn, taking the total number to 117 schools.”
Lessons Learnt
“Care should be taken however not to provide too many cubicles in each room, as this can cause congestion and lead to greater risk of vandalism. At least one school has been designed to locate the boys and girls WCs at either end of the main social dining ‘street’. This was successful in that it not only spread any use of toilets throughout the whole space and limited congestion at key times, but also offered a degree of privacy for students of either sex.”
“In at least one school visited, an ‘airport style’ layout was adopted, where entry to both the boys and girls toilets was via a staggered wall arrangement without an entrance lobby, which can sometimes become congested. This seemed to work well and is popular in some schools with staff who felt that management of these layouts was more easily controlled. Vandalism did occur in some schools; however this was generally quite rare”

“Learners expressed mixed views about the open arrangement of toilets as some like the design and others would prefer a more traditional arrangement. However, they feel they had some input into the discussion about toilets and see them as broadly successful.”
“The open plan toilets work well, and no adverse comments were raised about any behaviour issues in either school.”
“the unintended consequence of redesigning the school toilets is that more boys are becoming conscious of personal hygiene, with evidence they wash their hands more. There is also evidence of improvements such as reduction in bullying, vandalism in the toilet areas”
Interim Findings Report May 2018
“Reported reduction in bullying and vandalism in open circulation toilet arrangements”
“Acceptance of open circulation toilet areas is much easier when seen in practice, and feedback from users is positive.”
Business Plan 2018/2019
“Lead the £1.8bn Scotland’s Schools for the Future programme. We work with every local authority in Scotland to deliver 117 schools in the programme, helping them achieve the very best value from their school investment. This has been achieved by encouraging councils to work together, guiding them to adopt new and different design approaches to maximise functional space and supporting them to think differently to achieve better outcomes.”
“Have all remaining schools in the Scotland’s Schools for the Future programme enter construction within Scottish Government budget. Have 100 schools open.”
